: INTRODUCTION :
 

• An Economist by specialization Dr.Animesh Halder served Calcutta Metropolitan Development Authority (CMDA) for more than 27 years. Retired from CMDA as Director (Socio-Economic Planning, Appraisal, Monitoring and Evaluation) on 30 April, 2002. During this period he conducted several socio-economic studies (as detailed below) including the study on urban poverty, more particularly, the life style of Pavement Dwellers and Slum Dwellers in Calcutta. Moreover, he had the opportunity of getting involved in poverty alleviation programmes, like, Small Scale Enterprise Programme (SSEP) funded by World Bank and Calcutta Slum Improvement Programme (CSIP) funded by DFID.


• At present he is working as Freelance Consultant – Economist, Socio – Economic Planner, Development Economist, Social Development Specialist, Rehabilitation & Resettlement Specialist. He is an accredited Functional area Expert – Category a Socio – Economic Studies of the Quality Control of India (NABET).


• Served as Lecturer in Economics at different colleges (including Shibpur Engineering College) of Calcutta University for about three years. Served as Academic Counsellor (Managerial Economics and Business Environment) - Indira Gandhi Open University, at two study centers in Calcutta for three years. As Director, hold the overall charge of the Directorate of Socio-Economic Planning, Appraisal, Monitoring and Evaluation. A brief note on my involvement with different activities is given below.


• As Urban Economist conducted several socio-economic studies necessary for formulation of development programme of CMDA, carried out cost-benefit analysis [estimate of Economic Internal Rate of Return (EIRR), Net Present Value (NPV)] for project appraisals as well as project evaluations.


• As Deputy Director (Planning- Macro-Economics) for ten years. I had to conduct budgetary exercises and investment plans for Calcutta Metropolis and for the state.


• Developed an employment generation programme for weaker section of the community, known as Small Scale Enterprise Programme (SSEP) and held the overall charge of project implementation for a couple of years at the initial stage. This was a World Bank funding project.


• Associated as one of the team members to develop an Integrated Slum Improvement Programme for urban poor of Calcutta, known as, Calcutta Slum Improvement Project. My contribution was related to community development components of the project. The project was funded by DFID, U.K.
