1. PROPOSALFOR A GLOBAL GRANT PROJECT ON “TRANSFORMATION OF A ROTARY COMMUNITY CORPS INTO A MODEL RCC WITH SPECIAL FOCUS ON MOTHER AND CHILD”SUPPORTED BY AND ROTARY CLUB OF DELHI CENTRAL
 
Needs Assessment

Bishnupur Uchhal Probaho  Rotary Community Corps (RCC)  is located 21 km away from the heart of Kolkata. Rotary Club of Calcutta have masterminded a community development program by strengthening the RCC over the past few years supporting women’s literacy, a school for children, agricultural development and water and sanitation for the school and the local community.THEY HAVE 3.5BIGHAS (NEARY 2 ACRES) OF LAND, IN SOUTH 24 PARAGANAS OF WEST BENGAL. The village has some 400+families from the under-privileged section of the community. The area is flood prone with narrow roads. The RCC works very closely with the community with own fund rising resources for but for major project they need support of Rotary Club of Calcutta. The photographs below demonstrate “before” and “after” position of the school since the intervention of Rotary Club of Calcutta.
 
 

A lot more is yet to be done to make this RCC model one for all to follow. The number of beneficiaries will be thousands under-privileged villagers who live so close to the city of Calcutta, yet they are deprived of basic amenities.

Objectives

Children are the architects of the future world and if we cannot make them knowledgeable, enthusiastic, healthy, positive, spiritually strong and happy then the society will see worse. They are becoming unhealthy due to lack of exercise and unhealthy food habit. So we shall step forward to make a model village to rear the children and to create a wonderland which will support the growing children with all the facilities of good education, mental health, spiritual progress, progress in physical activities with additional support of vocational training for their future. In order to support this work in addition to paid workers we shall form a community of young energetic people and elderly knowledgeable, experienced persons who will help growing it gradually by supporting through their work, dedication and financial ability. We shall concentrate on some ventures which will give financial support to this community like organic farming, poultry, fishery etc. Thus it may become a model society which will take care of the next generation and support them to become worthy, responsible citizens of the country.

 
 
Project Components

The units to be incorporated in the modern community inside the large complex, already owned by the RCC, are as follows as a wish list:
 
 
  1. Adult Literacy
  2. Residential boarding house for children to complement the existing School 
  3. Sports complex for students and elderly people.
  4. Pond for fisheries for generating income
  5. Medical care unit for children and old people
  6. Vocational training centre for grown up students and for others and income generation schemes
  7. Auditorium for cultural and other programmes and income generation
  8. Toilets and water in each and every house
  9. Develop current Horticultural programme further
  10. Unit of spiritual consciousness with support from Sri Aurobindo Ashram,  Pondicherry.
  11. Capacity building of the RCC

This is an overall view of a  model project for the complete society which may take place near Bishnupur, Gotberia, Gagongohalia that may create an influential impact on the residents of these places.

The highest priority items include capacity building of the RCC, adult literacy, medical care unit, auditorium for renting out and generate income, toilets and water (Wash) for each and every household

Estimated Cost

Adult literacy of 1000 women USD 5000
Medical Care Unit including an ambulance USD 15,000
WASH toilets and water in the villagers  USD 30,000
For a total of USD 50,000

The two host clubs may contribute USD 5000 and International Club 10,000 supported by DDF of USD 10,000 to be matched by TRF making it US 50,000.

2. PROPOSAL FOR A  SIMPLE SCHOOL  GLOBAL GRANT PROJECT- HOWRAH SOUTH POINT (HSP)WITH ROTARY CLUB OF DELHI AND GERMAN ROTARY CLUBS AS INTERNATIONAL PARTNERS – from where the book “CITY of JOY” emanated.
 
Needs Analysis

Howrah is the second largest city of West Bengal, with a municipal corporation, in the district of Howrah. According to the census (2011), Howrah had a population of 4,850,029of which 36.62% is in the rural area whereas, 63.38% comes under urban population. Around 60% of urban population is slum dwellers.

At present, HSP’s work is confined to slums which are in and around Howrah Municipal Corporation area. These slums are located at New Bustee (includes slums around Lalkuthi, Nazirgunjand Carrie Road) on AndulRoad; Tikiapara bypass; Mourigram; Coal depot at Shalimar.

Howrah Municipality is a million-plus, historically neglected city and is among the most blighted areas in the state and the country. Interestingly, Howrah Station is one of India’s largest Railway Junctions, but the aggregation has done nothing to ameliorate the condition of the local population, over half of which are slum dwellers, a significant proportion belonging to the very poor Muslim community. Available health and infant mortality statistics indicate high morbidity and mortality because of waterborne diseases. Infant mortality rates in slums may be more than double those in non-slum areas. This stems from the continuing reliance of millions of vulnerable people living in the slum-like bustees on contaminated water sources, in the absence of access to adequate supplies of potable water, and inadequate sanitation.

The Target Group

The target group comprises deprived and underprivileged children living in difficult circumstances in the villages, slums and its surrounding areas. There are families of migrant seasonal labourers, families belonging to poor socio – economic condition who are on the edge of existence. Any thought about an education for their children is a luxury for them. Besides this child would characteristically be a school dropout and a slow learner. For many children the regimen of a school acts as a deterrent, and hence a non-formal technique of teaching is much more suited.

Project Information
 
 

The existing school building is a very old and dilapidated and  cannot be repaired as the building has got many cracks and damages. The demand has outgrown and we propose to build 2200 sq ft simple school with three classrooms, separate toilets for boys and girls and a borewell for potable water, to accommodate those  100-150 street children, increasing form the present 50-60 children. The school follows a State curriculum.

The objective is to provide basic education in a formal and non-formal way to the marginalized poor children. Beside this can accommodate a good number of children from nearby brickfields area (children of temporary migrant labour coming for work in the Hooghly riverbank for brick manufacturing). It will be a bridge school where children will be identified by volunteers and made to play, sing, participate in painting, sports etc and provide a free lunch and so get them interested in education. The interested children will then be sent to primary school for formal education.

Estimated Cost

USD 45,000 broken down as:
USD 20 per sq ft x 2200 = 44,000, plus USD 4000 for adeep tube well and USD 2000 for administrative costs such as drawings, plans, regulatory fees etc.

The two host clubs may contribute USD 3000 and International Club 15,000 supported by DDF of USD 7,000 to be matched by TRF making it US 50,000.

3. PROPOSAL FROM ROTARY CLUB OF CALCUTTA  SUPPORTED BY ROTARY CUB OF MURSHIDABAD, RID 3291
 

OUTLINE SCOPING FOR A GLOBAL GRANT PROJECT ON “PREVENTION OF BLINDNESS”  WITH SPECIAL FOCUS ON CHILDREN AND RETINAL DISORDER.

 
  1. Objective

    Screening and management of 10,000 patients to prevent  blindness of 1000 children and retinal disorder, preferably from remote area schools and villages.

  2. Tasks

    (i) Screening and management of vulnerable groups
    (ii) Retina check-up and management of high risk groups through 100 Retina screening camps
    (iii) Detected patients to be brought to various base centres and treated.

  3. Proposed Agencies/Centres for operations

    These agencies have been handpicked based on the experience of Rotary Club of Calcutta working with them.

    Schools

    (i) Cost per screening USD 100 each x 100 camps = USD 10,000
    (ii) Management of detected beneficiaries - 10% of cases:

    • Spectacles @ USD 10 per case
    • Squint and Amblyopic @ USD 20 per case
    • Other disorders @ USD 20 per case.

    Villages

    (iii) Cost per screening camp each USD 100 each
    (iv) Cataract operation @ USD 100 per case
    (v) Spectacles @ USD 10 per case
    (vi) Retinal diseases – diabetic patients @USD 100 per case for 3 seating, and retinal operations @ USD 300 per case.

    Outreach underprivileged patients to reduce transportation of patients from villages to the operating centres.

4. PROPOSAL FOR A CENTENARY GLOBAL GRANT PROJECT ON WATER AND SANITATION AND WASH IN SCHOOL WINS (WASH 5) PROJECT SUPPORTED BY RC DELHI, RC CALCUTTA PARK POINT, AND RC MURSHIDABAD
 
Needs Analysis
 

We undertook three extensive WASH Global Grant projects in Birbhum Districtin West Bengal and in Jharkhand State of India. We made approximately 6 villages open defecation free.

During our mindset change training programme, the villagers took us to neighboring villages namely  Borokamti, Chotokamti, and Gobindapur, in Block Raneswar of District Dumka in Jharkhand, inhabitedby underprivileged Adibasi and Tribal population.

In Borokamtithere are 35 households who have no toilets and thereis only onebore well. In Chotokamti there are 60 households in total and none of them have toilets, and there is only one borewell.Gobindapur has 60 households with 30 having no toilets; the local school has 100 students but no toilet and there is only one borewell in the village.

The above mentioned villages will require some 125 toilets and 13 borewells. The availability of groundwater is same as the adjoining villages where we have undertaken Wash 2 and Wash 4 projects. Tagore Society for RuralDevelopment is our well proven implementation partner.

 
 
There is another set  of three villages in adjoining areas where 125 toilets and 13 borewells are required. An initial needs assessment study has already been undertaken but a detailed one will follow soon.
 
Objectives
 

Our main objective is to install toilets for 125 under-privileged households and 13 borewells for supply of drinking water and water for flush toilets in each of the above sets of 3 villages. This will make it project comprising 250 toilets and 26 bore wells. Repeated behavioral change training is a must.

Shown below are examples of 175 toilets with dual pits and 20 bore wells installed by our club and 6 United Kingdom clubs in the adjoining areas of Birbhum and Jharkhand in our earlier Global Grants. Similar models and structures will be followed in the proposed new Global Grant.
